One of my log-ins delays the next attempt by an increasing amount every time you get something wrong (2s, 4s, 8s, 16s etc.). Unless a quantum computer is using a process that bypasses that (which it might, IANA programmer), I can't see how you'd brute force it with any speed.
Yeah, there are lots of options but us humans still struggle with implement normal encryption so adding another layer of complexity is well good luck banks :)
They are aware of the issue though so it's not going to come as a surprise.
