Is it possible for a tyre to go out of true? It's a 700x32c continental sport contact. The rim really looks quite true but there's a definite wiggle in the tyre, it feels like a vibration at about 30km/h.

Yes, if there is asymmetrical casing damage.
Is it at the valve? Some sort of problem with the tube if so.
