Yeah. The idea that more roads eases congestion has been repeatedly disproven all over the country. It's like saying, I have a problem with flies in my garden because of all the dogshit. So I'll ease the fly problem by throwing more dogshit around.
There my be a case for lobbying for the tunnel to be open only for zero or ultra low emission vehicles, or some similar restriction though? TFL say only zero emission buses will be allowed through.
