I've a velo ornage porteur that I want to fit to my surly pacer

I've mudguards fitted, there's no front rack mounting holes only mudgirard bosses plus the mud guard mountings are towards the rear of the bike on the front fork
if you look at the photo below, I cna't quite see how they get the rack arms over the fork to the mudguard mountings?
