I guess you would be able to yes. I'm just not sure it would be that great as the horns arent where you'd be spending the most of your time, especially not while shifting gears :)

True, but you could say the same about bar-end shifters on drop bar bikes. I have a 1x10 built up like this and spend most of my time on the hoods.
