What’s his budget? This side of the millennium the prices haven’t exactly plummeted. Eg there’s a blue dial air king from 2003 on Chrono24 with an asking price of £3500. It’s not superlative chronometer certified, it doesn’t have solid end links, no papers and it’s been polished. At that point I really think it makes more sense to find the extra £500-600 for a brand new OP from an AD.
If the budget starts with a two you’re into vintage territory, 1980s or earlier.
