Presumably if it's ok there, I can use the top anchor point of my rear seat belt to hold the shoulder straps of a harness for track days?

The one you have posted it just a replica “group b” maxi, it doesn’t even have a roll cage. If you look at a genuine group b maxi you will see the harnesses are fitted within the allowed angles and meet the safety guidelines with mounting points.
