What's the rationale for no laptop in rear pannier?
If I had a commute that wasn't that long and my commuter had flat bars I'd 100% go for a front basket rack

I prefer keeping the weight off the rear, means you can share the load a bit better and run more even pressures. Also, you don't swing the weight around on the front when you're out of the pedals. Plus, instagrams.
@MisterMikkel, I've used a single front pannier before - it's fine for everything other than riding no hands. However, any real weight is definitely better shared. I guess the benefit of using a duo between two bikes is you halve the upfront cost, but you do prevent the ability to double up if needed.

I have carried my 13” laptop in a prototype Hungry basket bag in a Wald 137 or Kmart wire basket. No issues.
