That's not correct though, this law will not ban selling kittens / puppies, it'll basically just ban 'reselling' them. So assuming OP here is actually the person who've raised them so far, he'll be completely allowed to sell them still.
And to be absolutely honest, personally I'd rather pay someone for having taken care of a kitten. If I were looking to get one (unfortunately not as I very much don't believe in having 'indoor cats' that don't get proper space to roam), it'd be worth something to me getting one from a good home that has been looked after, doesn't have fleas, etc. etc.
But I understand the problem with 'puppy mills' and all that.

The law seemed to both consider all persons as "licensed" under the law, and then to state
"No animal of any of the following descriptions may be sold as a pet, or sold with a view to
being resold as a pet, by or on behalf of the licence holder"Meaning that you cannot sell kittens or puppies in the UK after that date. Not directly, nor indirectly.
Unfortunately not yet banned by forum rules. The basis of banning sales of kittens and puppies would be under Lucy's Law which becomes law in April 2020 https://www.gov.uk/government/news/government-backs-ban-on-third-party-sales-of-puppies-and-kittens https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/774416/third-party-pets-consult-sum-resp.pdf which resulted in http://www.legislation.gov.uk/uksi/2019/1093/made
Definitely frowned upon, but not yet illegal.
That said... the forum is the forum, and whilst we apply the law at a minimum we can certainly do better than the minimum.
So I'll go with the rule being that this is already in effect... kittens and puppies should not be sold on LFGSS.
However you may offer them for no monetary value to go to a good home.
