So what's the RD and the drop bar shifters on this bike? Also, what are the chain tugs?

I am entertaining the thought of doing kind of the same build with my On-One Pomp that is just sitting gathering dust.

Probably 9-speed XT (RD-M739-SGS?) with 9-speed STI (ST-7700?)

Dura Ace 7400 8-speed shifters, and probably XT M737 or M739 derailleur.

Edit: I think it's the M739 as that had a flatter cage.
