So, in the couple of seasons it's been a rule, I have NEVER seen the play the ball within 6 seconds when set at the back of a breakdown enforced. I'm surprised opposition (when it suits them) aren't counting to force the ref to give them a scrum. Regularly the ball is at the base for 15 seconds and frequently 5 or 6 seconds after the referee says "play it now." Just change or revoke the rule. Just put it under unsportsmanlike conduct if the ref feels there's timewasting, oh, or enforce it. Just one free-kick/scrum awarded would be all it needs for other refs to enforce it and every other team to quicken it up.
