I have these (bought on sale) an they are really great, apart from the zippers which a joke. If you have decent mudguards I would say these fit your requirements. I also have the Levi's commuters (they are still available here in La Suede in my LBS) and these are a bit thinner fabric wise and a tad stretchier than the Levi's.

I was really just thinking about some trousers I can wear all day that don't soak up much rain. My commute isn't long, 20 mins max depending on traffic, but it's enough to get a good soaking like the last couple of days. I used to have some Levi Commuter chinos that were kinda waterproof and dried quickly if they did get wet, but they don't make them anymore. I'm hoping to find something similar.
