Is the genesis a small or extra small? Your TT measurement is somewhere between the two.
Edit- I see they have changed the geo slightly, it looks like its the equivalent to a small.

Not sure. The frame has the size sticker which only says "52cm"

I have that same year genesis flyer and the paint is similarly chipped for me. I love to baby things so I wouldn't say she's necessarily mistreated it at all.

Do you know if it's 1 1/8" or 1" forks/stem? And are both stem and seatpost free moving?

The seatpost is moving freely, yes
The steerer is 1 1/8. I found a generous amount of grease there and I'd expect the same regarding the steerer/stem but I can double check when I am back on 14th of August
By the way, Genesis is now sold

Finally got an answer – both stem and seatpost move freely. Completely forgot about this bike sitting in a shed
CLAUD BUTLER PAGAN
Ratty retro MTB possibly from around 1996. Reynolds 653 tubes. Shimano Altus 3x7 groupset. Parallax hubs, Vuelta alluminium V-shaped rims.
CONDITION
Bought it with an intention to make another MTB commuter but didn't find time for it. It has seen little of use but was stored poorly hence you will find rusts on BB shell, seat clamp, NDS chain stay, some bolts, chainrings and cogs. The rest of the dark spots on the frame is black colour in which the frame was painted before covering it with a silver finishing paint. The stem and seatpost move freely. The frame-set is straight and free of any dents. It rides well – wheels are straight with flat braking surface, I just put the new chain, shifters and rear mech works perfectly as well as brakes. Though front mech is not adjusted well, the tyres need replacing. I believe you could happily commute on it as it is after putting the new tyres on. And do not worry too much about it getting stolen.

GENESIS FLYER

CONDITION
My girlfriend used it for commuting for last three years. I would say she was using it not more than twice a month. I have no idea how did she manage to destroy the paintjob. But it's obvious – she has a talent. Braking surface is still flat (I'll double check if the wheels are true), cables were replaced ~100km ago.
