This is confusing because it clearly enough for more than 28mm with 700c if it can take 650b 48mm tyres.
Like, if you can fit 48mm, then 700c with 38mm will.
622/2-584/2 = 19mm difference so 650b 48mm ~700c 29mm?
As I found out, it also depends on chainstay length and OLD. Also, are you conflating width and height?
