Chainstay scratches and scuffs and one previous owner taped the Chainstay and brake bridge with red gaffa type tape with the colour bleeding out onto these areas staining the white paint a flesh colour.
H/S has a black lower cup with silver upper. Top nut is Specialized and presume the rest is also. Not really looked at it before and there is a dent/bash to the top nut on the inside edge, It doesn't impede a stem being inserted. H/S itself is smooth and decent.
Bars and stem are included which look original.
I would say that it's a 19" frame.
