The larger the estimate the less exact it needs to be. If something is going to take one or two days you can be pretty close. If it's taking 16 then you probably can't forecast that exactly so you may as well go with 13 or 21 for a fairly realistic guess.

In all honesty, I'm not sure why 'story points' come in fibonacci numbers. Can't find anything but fluffy reasons online.
