I rode road tires on 23mm inner width rims for a while. It really opened up the tires a lot.
Quite the gain in comfort (the pressure needed was much lower), but a 25mm might be pushing it.
I think it really depends on the tire construction. I went down two times because once on the angle, I reached the end of the thread - lost all grip in a instant. It happened with Panaracer Race A (which don't have a very large thread).
At the moment, I'm killing an old Schwalbe Ultremo at the rear, and there seem to be enough compound on the side to prevent the problem.Tires manufacturers are often quite conservative in their recommandation - and there is a reason for that I suppose ;-)

I remember reading the rule of thumb is 50-65% of internal width vs tyre width. So for a 22mm that would mean a 34c-44c. However, the Enve rim copies I am running are 21mm internal but designed specifically for a 25mm tyre (and with a 27mm external width).
Personally I wouldn't go below a 28, other than a tyre you know is going to balloon like the old gp4k
At what point is a rim too wide for a tyre? I'm running one wheelset on my gravel/winter road bike so I'm changing between 35mm tyres and skinnier road tyres. The rim is 22mm internal - am I pushing my luck using a 25mm tyre with this rim? I've used 28mm tyres on these rims but they size up closer to 31mm which is huge.
