Not seen it before. But it has just allowed me to log in (as an unidentified user) using my regular LFGSS details.
It doesn't look like it has been going for very long.

And yes... it's a new home for the Parisian and French fixed gear folk at the request of their admin whose existing setup kinda died over time (maintaining sites is a long-term chore).
