It's actually for a battery recharger, but would also like to use with pixel usbC and old fashioned android USB

For the Pixel you probably want USB C PD. For the battery charger probably something that kicks out a decent amount of power (but it may support one of the quick charge standards) and the phone could be one of a variety of things.

Depends on your device. Different phones, etc have different fast charging technologies.
