I imagine perhaps in motorsport, but I wouldn't know as I don't follow it. It is one of the more inane of cycling's phrases but I still quite like it.
I've never heard anyone in motorsport use it. They'd say full throttle. I always like to imagine it's one word - fullgass. Possibly Latvian in origin.
It's obviously just a corruption of luffguss, which is even more extreme than fullgass.
