Is this a real policy option or just a blackmail threat as part of their negotiating strategy with the EU?
A Home Office spokesman said that the paper did not reflect current government thinking and insisted that free movement would come to an end on the day that Britain leaves the EU. Priti Patel, the home secretary, is drawing up a new option for ending free movement on October 31.

I'm surprised there has been no chat on what happens for UK passport holders wanting to travel to the EU! Our freedom of movement is being ended but no-one is saying that or asking the questions.
