Problem with such ideas is that there's no good way to distinguish between people with settled status and those that don't have it, the border personal is not there...so it won't work.
But despite all the signaling, if they do try to do this you just have to hope you don't get a nasty grumpy person at the border trying to go back home...
Lots of EU nationals are already very worried and the government arseholery just continues...
