Are the Tories really planning to cut off their ready supply of au-pairs, cleaners and low paid slaves at a stroke? Is this a real policy option or just a blackmail threat as part of their negotiating strategy with the EU?
A Home Office spokesman said that the paper did not reflect current government thinking and insisted that free movement would come to an end on the day that Britain leaves the EU. Priti Patel, the home secretary, is drawing up a new option for ending free movement on October 31.

It's fairly transparently their lack of imagination at play--they're basically trying exactly the same stupid nonsense as May, only trying to be more menacing. It won't work.
