What’s the distinction between touring and bikepacking? Where is the tipping point? He sleeps in ditches, up mountains or in jungles, sometimes in hotels, sometimes with local people...I’m not sure what the distinction is here?

Both are touring, bike packing are simply a lightweight way of carrying your stuff.
It allow people without touring bike to go touring, and more importantly. Does not negatively affect the bicycle handling as much.
No reason why you can’t go on a long tour without racks.
