Both are touring, bike packing are simply a lightweight way of carrying your stuff.
It allow people without touring bike to go touring, and more importantly. Does not negatively affect the bicycle handling as much.
No reason why you can’t go on a long tour without racks.

Touring = multiple night trips with a lot more load, generally going further afield
Of course this doesn’t really fit into play, there’s always going to be a massive crossover bike packing is just the markets way of making touring cooler
