Realize 35+ guards might be a stretch. But i wanna run at least bigger than classic road tires. I'm more thinking pre-1960's french porteur. Maybe time to drop the idea of finding an OTP frame and start scouting Leboncoin.
Have you thought about getting an old British lugged frame with horizontal drop outs and designed for 27 inch wheels and centre pull brakes?

Big clearances but looks elegant in med βΒ larger frame sizes with big rubber and guards.
Can be built to not a totally eye watering weight.
