I think if was 2017 it became the case. If not last year for sure.

You're still a 'finisher' just not on GC. -
I didn't realise that people arriving at CPs after they've closed are effectively out of the race--able to record a finishing time at the end but not in the classification any more.
This was introduced in TCR5 / 2017. Prior to that all finishers were classified, provided they complied with rules and completed route.
