Sorry for the slow response, out of town!
I would’ve said that’s a little on the steep side - sounds to me like they’re quite slow but still charging a healthy hourly rate.
3 medium ceilings down to the picture rail isn’t a huge lot of work.
Unless they’ve factored in a top-spec artex clean-up system.
Instead of just scraping the nibs off with a trowel like most people do.
