Veloce are pad and block combined
See my post above about the R353 V-brakes - cheap brakes (Sora, Veloce) use shoeless pads to save money on initial purchase, you should pretty much always buy separable shoes and pads the first time you need to replace the pads as loose pads are cheaper in the long run, and you have more options regarding compounds. I've used Tektro shoes in a cheap Veloce before, but pretty much anything will work, and most of them will be Shimano pattern which again widens (and usually cheapens) your options when it comes to pads.
