I think its a DIY rack according to Pedal Room
Also believe both pictures are of the same bike, the owner has replaced the top and head tubes!! Maybe they had the same issue with the rust ;)

any idea of the front rack model on 1st pic ? terrific bikes... mine looks a bit like #1
just ordered axiom lowrider front pannier racks for it...
unfortunately it's attacked by rust very severely... after many nordic winters... rat is cool and we're all gangster until the dreaded rust cracks start to create anxiety :-p
p.s. i'm digging thos (mavic special edition ???) wheels as well
