Pinas are heavy as fuck so that could be the case.
They're using the 'not aero at all' old version of the Lightweights so maybe their calcs were all about the weight.I'd have thought they give the doms the aero kit and the (literally) protected riders the lighter kit, given the big differences they're making in the stage are going to be right at the end when it's all climb, no wind.
Secret Pro (on the daily CyclingTips email) is claiming that the reason for the Ineos-Lightweight deal is that the team are struggling to get the Pinarello F12's to the 6.8kg weight limit. This sounds odd to me - I thought teams were regularly adding weight to team bikes to bring them up to the limit - but can't find a fully-built weight quoted online after a quick search
