Consider something like the Alienware Aurora's from Dell Outlet. this for £1080 (after VAT and the 25% off code, DOBFGAM25) link...
Alienware Aurora R8 Desktop Processor: Intel® Core™ i5-9600K(6 Core, 3.70 GHz, 9MB Cache, 95W) Windows 10 Home (64bit) 16GB (2x8GB) 2666MHz DDR4 UDIMM Non-ECC Memory 256GB M.2 PCIe NVMe Class 40 Solid State Drive 1 TB SATA3 512E Hard Drive (7200RPM) Tray load DVD Drive (Reads and Writes to DVD/CD) NVIDIA GeForce RTX 2070 OC with 8GB GDDR6 Killer 1535 802.11ac 2x2 WiFi and Bluetooth 4.1 Liquid cooled
Which I'm not sure you could build for cheaper.

Yep you can. I've got a previous gen Aurora R7. 8700k and a 1080Ti. It's just a normal PC inside
