TLDR version - yes, but probably not in the way you'd like.
Long version:
You can still use the workout builder on the basic account, but can only have up to 6 workouts. You also can't use folders to keep workouts in separate sets. If you have your workouts in separate folders, when your free trial expires you will no longer be able to use them at all, just the ones in the "My Library" folder.
One of the other things you didn't seem like you can do with a basic account is actually schedule workouts. So I still had all the same workouts on my calendar I'd scheduled during the premium trial, but I couldn't add new ones, or move about existing ones if I wanted to change a rest day, for example.
On the Wahoo end, with a basic account you can only sync today's workouts. So you need to be on wifi and sync every single day to get the workouts on there. With the paid account you can sync over a week's worth of workouts, so you need to do it less often.
I just ended up stumping up for a paid TrainingPeaks account for this reason. I thought a basic account would be fine, or there would be good free alternatives, but that was not the case for me. The code 2019BC40Gold will get you 40% off subscription price, and I went for a year as it's the cheapest and I know I'll use it. The charge still hasn't come up on my credit card statement yet, but it was 85.68 USD, so should be around £6 a month.

The reason I gave up on either of those is that you can only build workouts based on FTP targets, either as a percentage or an absolute value. However, because I'm really new to turbo training and do some leg speed sessions, I also wanted to be able to set cadence targets. If I'm in the middle of a tough session, the last thing I'm able to do is remember what cadence range I'm meant to be at, so I really value having that right there on my Wahoo.
Apparently ERGDB will soon be developed to also include cadence targets, but I have no idea how soon "soon" actually is. The tool was built by a guy in his spare time, so it could be a while! Supposedly Wahoo are also developing the ability to load and store your own workouts on the actual unit without using a 3rd party integration. Again, no idea on dates, though.
With that in mind, I figured that £6 per month and then seeing what the landscape is like in a year's time isn't the worst ever waste of money.
