Why is it better for those senators to abstain from a vote rather than just voting no? Seems like a poorly made parliamentary system.
They are (by a big margin) the minority and would lose.
They are not abstaining, they are being absent. By not being present for a vote they prevent the minimum requiremnt for a quorum. They would lose the vote on party lines, so instead of losing, they prevent it from occurring.
