Yeah this is odd, I'm assuming it's because of the top of the headset protrudes so far from the forks. It looks very over engineered, I'm wounding about getting one and either modifying it, or using it as a template to make my own.
You'd have to make a hole for the headset, and also turn the plate (there was a post last summer in the Omnium International Owners FB group). I think it wouldn't be too expensive to have a transversal plate welded onto the rack, and drill it to secure a seat of some description.
