A more forgiving person might say that once the new fence was up, they were worried about access to your garden. But then, if that's the case, you'd make sure all the shit ends up where you can get at it.

Those panels just slide in. They could prop them up or get everything out before putting the last panel in

Good point. I was going by the mantra I learned from somebody on here. If you think you are being wronged, chances are it's 99% cockup, 1% conspiracy. Has stopped me losing my shit on many an occasion.
