It's almost certainly not Joe's fault, he just manages the pub. He's not the landlord or the owner.
The landlord/owner is a guy called Andy Bird. He was also running the Nelson's Head off Columbia Road but apparently that's under new management now.

It's a shame they're losing their good name with shenanigans like that, even worse if, as Chalfie says, they've done that to other breweries, too.
I remember Joe talking about opening the Nelson's Head, and he's also done at least one other pub, near Dartmouth Park, which won great plaudits when it opened, but I haven't been there and I don't know if they're still running it. Was it the Lord Palmerston?

Well, maybe. I'm sure it's not Joe's fault, though, and the Chesham is by far and away the best pub in the area.
Personally, I'd be happy to go back once the payment has been made, even if much too late, unless something similar re-occurs with a different brewery, of course.
But it's not my decision, but that of the unnumbered hordes beating down the door of Easts every week without fail.
