The trouble I had with the Honjos and wider tyres is that they had a much 'deeper' wrap around. This meant I had to sort of bend them out a bit and have them higher over the tyre.
FWIW, the best I've found fit wise for 650 wide tyres is actually the VO 26" fenders. They seem to be much more generous and with a light bit of massaging they fit excellently (650 x 2.1).
