You need to fit more tape. If the tyre went on easily I assume you mean by hand. It was too loose more tape and make it a right fit and you would have less faff. See my website. I have never need a tube to get a tyre seated.
For low pressure mtb tyres at 20 psi it's possible. Anything approaching road pressures is a non no.
I had a bit of a battle getting a set of Panaracer gravelkings on Hunt 4 season aeros this weekend gone. The tyres went on worrying easily and just refused to seat to the rim, sealant everywhere. I’ve put G-ones in these before and it was pretty much a case of rim on, sealant in and pump up. Not so much with the Panaracers...
I ended up having to seat the beads with a tube, then bringing it out and getting the valve in, followed by soapy water and the compressor, sealant in through the valve to finish.
Anyway I got there in the end and the result was fantastic on the road. Did +100km on them over the weekend at 60psi and they were a dream, no issues whatsoever.
