That walkers section can be avoided. There's a bridleway not far to the west that takes you over the M25.
This is the route that I use the most https://www.cyclinguk.org/article/north-downs-way-new-gpx-route. It avoids all the footpaths and routes around all the stairs.
Did some of the new north downs way route on Saturday. From Camberwell I followed the roadies out to the end of beddlestead lane then dropped down via the ridge on to the north downs way which i intended to follow to a little village just past Canterbury. I thought my gps would pick up the route there but it didn’t, this section being, as I discovered when I got to these...

I managed to bump down the steps and got to oxted then was annoyingly basically taken back to where I had left the roadies. I also managed to get lost and hit more steep steps, this time going up. I’d already done over 20 miles and a hike-a-Bike and I’d not started. My mood lifted after otford when the route got good and I had a lovely ride. At wye I thought the route could have gone a different way as there are some nice trails in the area but I understand why they take you to Canterbury. Anyway, 5 miles after that I stopped and had a cup of tea. Here’s some pics
