What tyre size can I shoehorn into the rear with 650b? Or is the lack of google search results for Omnium 650b subtly telling there is a reason not to do it...

I wouldn't bother. I did and couldn't fit a much bigger tyre than the 700c 38mm I was using before and was getting pedal strikes all over the place: not much fun. Went back to 700c.

I assume the key for non jittery ride is using 406 front?

yeah, I've always had a 406 20" wheel with the widest tyre I can find (plenty of clearance in the fork). Currently a Marathon Plus in 1.75".
