Very cool frame. Track bikes were never meant to be the lightest anyway, stiffness for the win.
Being a shortarse like you, I have built many 650c bikes for myself. Or the geometry is from a 650c frame, but wheels are always 559mm (26"), which have a much wider variety of tyres available.
