Seat belt bolts are an industrial standard, 7/16" which was set by Volvo when they invented seat belts and no ones bothered to change the standard to metric until quite recently.
I recon a modified version of what you've found on ebay would work, or i could turn something up for you if you send the dims

I don’t have a thread gauge, but maybe?
That sounds like the least destructive way of fixing this, but I don’t know where to buy said insert from.
It is just a top hat (badly) welded into the bracket.
