I've just looked at this article and I think it's worth commenting that I understand 'ngcc' to refer to the clearance on the crank and chainring, rather than the chainline to the rear sprocket(s).
Naturally, the length of the spindle will affect the chainline, but as we now know after decades of derailleur use, this is not quite so critical as our forefathers used to assert. In any case, if you use a long spindle, how are you supposed to get the rear sprocket farther to the right?
