It's a weird dynamic they have. They're clearly not adult versions of the animals that Bing etc are. They also don't appear to be their parents - more like guardians of some sort. All the architecture, furniture and so-on is clearly designed for creatures larger than Bing, and Fopp even has to get a stool to reach the counter tops. Everything points to absent adult versions of the animals, but as @TW says: where are they? Maybe they all fucked off once they worked out their entitled little shits of children were a lost cause, leaving some weird voodoo doll caretakers to stop them scalding themselves or getting mauled by (inexplicably different scale) stray cats.
