How safe
Looks like you're in want of some kind of bushing to get around the fact that the Cervelo fork doesn't have a planar surface orthogonal to the brake centre bolt axis on the rear of the crown. One you have that sorted, the load path and magnitude isn't different enough from a front mounted brake to make a material difference. On the other hand, @danb is right.
How safe is it putting a Oval Concepts/Tektro R725R reverse u-brake on to a carbon fork?
Starting a new build and am most concerned with not damaging an expensive fork...
