I have a set of Shimano Tiagra SL-4700 Road Bike 2 x 10 Speed flat bars.

i was hoping to pay around £40. The aim is to do a flat bar conversion on a 10spd 105 groupset. My wife has very small hands and finds it uncomfortable to brake on the drops.
Do you have brake levers as well?

Maybe cross top levers could help? Very cheap solution if she still comfy riding the bike otherwise

Funny enough, I bought the shifters, levers and flat bars for my GF who decided that she did not like the look of flat bars on a road bike.
As @Hulsroy suggested, I ended up installing OS crosstop levers (about £15 delivered on eBay) and now she mostly rides on the flat section of her drops and doesn't change gears much.
I will get the kit out of the attic this weekend and take some photos.
I also have inner/outer cables. -

Tiagra 4700 shifters won't work with 10 speed 105 rear mech as the cable pull is different.
You could use a Tiagra RD4700 rear mech or any of the 11-speed Shimano rear mechs with those shifters. -
