Frame is reamed and faced?

Well this surprised me a lot. Why doesn't Soma finish their frames properly before selling them? If been to a few local bikeshops and they all thought it was a odd question if they could ream and face my headtube. One mechanic even advised me to put an old headset cup in the frame and hit it with a hammer to make it round again.... Wtf. Is it normal for new frames to need this kind of prepping?

I'm building up a brand new Soma Smoothie roadbike but I'm having problems with it. I'm using a Chris King headset and a carbon Ritchey Comp fork with alloy steerer.
The problem is that for some reason the steerer is touching the lower headset cup on one spot. I took the lower cup out of the frame and inspected the headtube but didn't see any uneven spots or so. I rotated the cup 180 degrees and put it back in the frame and it's touching the fork at the same spot (the rear side of the headtube). I'm thinking that the headtube might be a bit oval and compresses the cup a bit causing it to touch the steerer.... Anybody experienced this before?
