Most watchmakers will have a strap cutter tool. Even older branches of Timpsons have them.
You can get the 0.5mm cut from both sides with varying degrees of aesthetic success.
I have previously wedged 20mm strap on 19mm lugs. I’d say buy big and hope.

I've had success with a 22 and a razor blade to trim a little of the excess.
Be careful if you don't have drilled lugs, cram a larger strap in and getting a tool in to the pins can be a real ballache.
