The other option is to get a 1" threadless headset with external bearings, a 1" threadless carbon fork and fit a modern stem (either 1" or 1 1/8" with a shim).
Not worth the expense on that bike though.

Is it too cheap to bother building up? I’m totally in the dark about it to be honest. Just seemed like a responsive alu frame, must be 20 yrs old.
